Urban conservation is a term used to reference actions taken by communities to improve water quality and reduce runoff through implementation of best management practices that infiltrate or reduce stormwater runoff. Best management practices include rain gardens, permeable pavers, bio-swales, stormwater wetlands, and other practices that reduce the volume of runoff running directly from impermeable areas into nearby surface waters. The Iowa Stormwater Education Partnership provides information about stormwater BMPs, implementation strategies, education and outreach materials, stormwater design information, and learning opportunities for city staff and officials or stormwater professionals.

The UIR Watershed has few incorporated cities within the watershed boundary, the largest of which is Decorah. The City of Decorah is taking steps to implement stormwater BMPs by adopting a Stormwater Management Plan
